I just wonder, must the VeriSign logo be linked to the VeriSign website?

Quest is, is the linkage a 'must be' requirement? (I think it does... or?)

You are correct, a legitimate VeriSign seal must be linked to a VeriSign confirmation page. (Same goes for McAfee, WOT, etc trust seals.)

Note that some seals try to be tricky and link to https://www.verisign.com, however seals like this are still not legitimate.

Attempting to verify the site you listed (shopsimple.com) results in an error:
https://trustsealinfo.verisign.com/splash?form_file=fdf/splash.fdf&dn=www.shopsimple.com
https://trustsealinfo.verisign.com/splash?form_file=fdf/splash.fdf&dn=shopsimple.com

So it's pretty safe to say that their seal is fake.
