This can easily be reported to ClickBooth. ClickBooth remains vulnerable to this abuse because they don't appear to have any kind of preliminary monitoring (call it a probationary period) in place which would slow this activity in the first place. They do have suppression lists, and they do enforce the use of same.
Item #5 explicitly describes that spamming is expressly forbidden.
Item #8 describes that ClickBooth can and will close any accounts found to be acting fraudulently.

They don't feature any "contact us" information whatsoever, and stupidly they also don't have any kind of "report abuse" anywhere on their site. The contact info they do provide is in the left side column of their website:

It's ridiculous that one of the largest CPA affiliate programs in North America has no abuse reporting process. The only way I've ever heard of ClickBooth is via this exact type of spamming abuse.
